COVID-19 Economic Resilience Fund Sector Specific Grant Eligibility Checker

The ERF Sector Specific Support (operating cost) package is targeted at Hospitality, Tourism and Leisure (HTL) businesses and associated supply chain businesses that will be materially impacted by a greater than 60% impact of turnover as a result of the restrictions introduced on 4 December 2020 until the 22 January 2021.

The funds seeks to compliment other COVID-19 response measures to support businesses, social enterprises and charitable organisations in Wales.

The Job Retention Scheme (JRS)
In applying for an ERF grant you should also have considered the Job Retention Scheme (also known as the furlough scheme) which has now been extended to April 2021 and more employees are eligible. As of 1 November, workers can be furloughed for all or part of their usual hours, and you can claim for anyone employed on 30 October 2020 with a Pay As You Earn (PAYE) RTI submission between 20 March 2020 and 30 October 2020.

The criteria for the Job Retention Scheme means that employees can be on any type of contract, including a zero-hour contract or a temporary contract, and foreign nationals and agency workers are also eligible. The Job Retention Scheme covers 80% of an employee’s salary for usual hours not worked (up to £2,500). Claims can be submitted up to 14 days in advance, and you will receive the payment and must pass this on to your employee. Please ensure you furlough all eligible staff for all their usual hours not worked to minimise income loss.

Are you a Hospitality, Tourism or Leisure business or a supply chain business which will be materially impacted with a greater than 60% reduction of turnover as a result of the restrictions imposed on the 4 December 2020 until 22 January 2021? (Please read FAQs for further information)

Does the business pay employees through a PAYE registered scheme, which can include the Directors/Owners if they are an employee of the company denoted by PAYE structure (not dividend)?

Does the business or organisation have an annual turnover of at least £50,000?

Does the business meet one of the three criteria below?

  • a company registered with Companies House or the Charities Commission
  • is VAT registered with turnover above £85k
  • sector exempt from VAT with turnover above £85k, see details of VAT exemption

Does the business meet both the criteria below?

  • VAT registered or sector exempt from VAT with a turnover greater than £85k, read the details of VAT exemption
  • Employing people using Pay As You Earn

Prior to 1 March 2020 were you receiving payment for goods or services for a business with a base or operating in Wales?

Do you have 10 or less employees?

Do you have less than 250 employees?

Unless a business meets the criteria, has the information indicated and accepts the conditions of the grant they cannot progress to submit an application.

You may be able to apply for the COVID-19 Resilience Fund

Please read the eligibility criteria below for the COVID-19 Economic Resilience Sector Specific Fund that is being prepared for opening up for applications, please look out for an announcement from Welsh Government on when the online form will become available and when applications can be submitted.

Eligibility criteria and information required to make a Small Medium Enterprise application:

  • Provide a breakdown of the individual eligible costs and rationale associated to the amount of the funding being applied for.
  • Confirmation is provided that funding from any other Welsh Government non-repayable grant funding source is not being pursued;
  • In excess of a 60% reduction in turnover between 4 December 2020 and 22 January 2021;
  • Have an annual turnover of at least £50,000
  • Operating address in Wales and has employees in Wales;
  • Meet one of the three of the below
    • a company registered with Companies House or the Charities Commission
    • is VAT registered with turnover above £85k
    • sector exempt from VAT with turnover above £85k, see details of VAT exemption
  • Not eligible for the (COVID-19) Self-employment Income Support Scheme” through the UK Government.
  • A sustainable business plan exists to trade beyond the COVID-19 pandemic;
  • You will be required to demonstrate that you have either already accessed funding from your Bank (including the British Business Bank offer), or set out why you have not been able to, for example a deferred application;
  • Confirm no future compulsory redundancies will be made as long as the Coronavirus Job Retention Scheme is in place.
  • Applicant businesses and organisation will be expected to align with the ethos and principles of the Economic Contract, and maximise use of the Job Retention Scheme for all eligible workers.
  • Total of all Grants received in the last 12 months cannot exceed 100% of overall turnover for the same period.
  • In submitting an application for the Resilience Fund I am content for my application details to be shared following GDPR approval with delivery partners of the scheme (Local Authorities and Business Wales)
  • If successful I am happy for the name of my business to be published on a recipients of support list on the Welsh Governments web site.

Please have ready the following information before opening the online form:

  • VAT registration Number (if applicable)
  • Company or Charity Registration Number: (if applicable)
  • The Sector the business works in
  • Number of Employees
  • Annual Turnover
  • Bank account details – Bank, Sort code and Account number
  • Which COVID-19 support funds you have applied for or been accepted for.

Please be aware that the following activities are not eligible for funding from this scheme

  • party political purposes;
  • the promotion of particular secular, religious or political views;
  • gambling;
  • pornography;
  • offering sexual services;
  • any kind of illegal activities;
  • any kind of activity which in our opinion could bring the Welsh Government into disrepute.

Businesses that are headquartered in countries that are 100% tax havens are ineligible for funding from the Economic Resilience Fund. For the purposes of this scheme the 100% tax haven countries are:

  • British Virgin Islands
  • Bermuda
  • Cayman Islands
  • Bahamas
  • Isle of Man
  • Turks and Caicos Islands
  • Anguilla

Please note

  • Acceptance of the Application for funding is discretionary with no appeals process.
  • The application must be completed by an Authorised Signatory of the business. An Authorised Signatory can be one of the following:
    • Director: a registered director of a company;
    • Trustee: a registered trustee of a charity;
    • Partner: a designated partner/member of a limited liability partnership or a legal partner within a business;
    • Proprietor: owner of a business.

  • In excess of a 60% reduction in turnover between 4 December 2020 and 22 January 2021;
  • Have an annual turnover of at least £50,000
  • Meet one of the three of the below:
    • a company registered with Companies House or the Charities Commission
    • is VAT registered with turnover above £85k
    • sector exempt from VAT with turnover above £85k, see the details of VAT exemption.
  • Operating address in Wales and has employees in Wales;
  • A sustainable business plan exists to trade beyond the COVID-19 pandemic;
  • Not eligible for the (COVID-19) Self-employment Income Support Scheme” through the UK Government.
  • Applicant businesses and organisation will be expected to align with the ethos and principles of the Economic Contract, and maximise use of the Job Retention Scheme for all eligible workers.
