Cultural Recovery Fund Grant

The Phase 2 of the Freelancer Fund is open for applications.

The Freelancer Fund was always planned to be delivered over 2 phases to allow those freelancers who needed more time to be apply to be able to do so.

  • The length of time phase 2 applications are open for each Local Authority will be dependent on the number of applications they receive.

You may be able to apply for the Cultural Recovery Fund Grant, please read the eligibility below

We have been working with a number of partners on the design of the application process for the freelancer fund, and have confirmed that local authorities will be the key delivery partners. We want as many of the freelancer community to be aware of and have the time to apply for this fund.

We expect to be making funding decisions through October in line with the funding via the Arts Council of Wales and support for organisations via Welsh Government.

The fund will support freelancers who work in the following sectors:

  • The Arts
  • Arts and Heritage Events
  • Creative Industries
  • Culture and Heritage

You will need to tell us:

  • what you do, the range and type of your work.
  • how COVID-19 has affected your freelance income due to the cancellation of existing and future work.

You will need to provide:

  • A CV (or a detailed LinkedIn account)
  • A recent bank statement Unique Tax Reference (UTR) Number (if available) or if you work under PAYE deducted contracts, other evidence such as p60 or proof of employment on short term contracts
  • Proof of identification
  • Proof of address
  • Proof of some work between April 2019 - July 2020 and/or proof of work cancelled between April 2020 - March 2021

There will be a voluntary freelancer pledge that you may wish to sign up to.

If you have recently received funding from the Start Up Grant launched in June to help new businesses survive the economic consequences of coronavirus (COVID-19) will be ineligible for this grant.

We want to target those that have received little or no support to date. This funding is specifically for sub-sectors and roles that have been forced to cease work and/or face difficulty restarting because of the impact of Covid-19 restrictions. Those in roles that have been able to continue at previous or near previous levels of activity (e.g. architects, graphic designers, games designers etc.) with or without support should not apply.

This Fund will not support freelancers working in the sport sector.
