COVID-19 Economic Resilience Fund (ERF) Business Support – July and August 2021 Eligibility Checker

The Welsh Government has announced further emergency support until 31 August 2021 for businesses that remain closed or severely impacted by restrictions shown via a greater than 60% impact on turnover compared to the corresponding timeline in 2019 or equivalent.

The Economic Resilience Fund (ERF) will provide support in the form of cash grants for businesses, social enterprises and charities and associated supply chain businesses that continue to experience a severe negative impact as a result of ongoing COVID-19 restrictions. The grants will help meet operating costs (excluding staff wages) for the period 1 July 2021 to 31 August 2021.

The ERF will support businesses that are either:

  1. Forced to remain closed or unable to trade by on-going restrictions between 1st July 2021 and 31st August 2021
  2. Event Space and attractions severely impacted by ongoing social distancing regulations
  3. Other businesses with >60% impact on Turnover as a direct result of ongoing restrictions since 1st of May and were unable to open indoors before the 17th May 2021
  4. A supply chain business that generates 60% or more of its sales revenue from businesses falling into categories a), b) and/or c)

And (applies to all):
Have experienced a severe impact through reduced turnover of 60% or more in July and August 2021 as compared to July and August 2019 caused directly by on-going COVID-19 restrictions.

Any future Covid 19 funding which may be available for specific groups or sectors will take into account funding awarded under this round of the Economic Resilience Fund. This may lead to an adjustment or deduction in any future schemes.

  • Applications for the COVID-19 Economic Resilience Fund with a turnover of more than £85k are now closed
  • Local Authorities across Wales have opened applications for those businesses that are eligible WITH A TURNOVER OF LESS THAN £85K. This grant application will remain open until 9 August 2021.

The Job Retention Scheme (JRS)
In applying for this grant you should also have considered the Job Retention Scheme (also known as the furlough scheme) which has now been extended to 30 September 2021. As of 1 November, workers can be furloughed for all or part of their usual hours, and you can claim for anyone employed on 30 October 2020 with a Pay As You Earn (PAYE) RTI submission between 20 March 2020 and 30 October 2020.

Claims can be submitted up to 14 days in advance, and you will receive the payment and must pass this on to your employee. Please ensure you furlough all eligible staff for all their usual hours not worked to minimise income loss.

Businesses and organisations must have received payments for goods or services before 4 December 2020 to be eligible for funding

b) Event Space and attractions severely impacted by ongoing social distancing regulations

c) Other businesses with >60% impact on Turnover as a direct result of ongoing restrictions since 1st of May and were unable to open indoors before the 17th May 2021

d) A supply chain business that generates 60% or more of its sales revenue from businesses falling into categories a), b) and/or c)

Has the business experienced a severe impact through reduced turnover of 60% or more in July and August 2021 as compared to July and August 2019 caused directly by on-going COVID-19 restrictions.

The funding is only available for support of operational and financial challenges as a result of being materially impacted with a greater than 60% reduction of turnover as a result of the restrictions imposed during July 2021 and August 2021 compared to July 2019 and August 2019.

Does the business meet one of the four criteria below:

  • a company registered with Companies House or the Charities Commission with a turnover above £85,000
  • is VAT registered with turnover above £85,000
  • sector exempt from VAT with turnover above £85,000, see details of VAT exemption.
  • A fully constituted and trading partnership, community interest company, co-operative society or community amateur sports club

A range of fixed grant award amounts will be available to cover operating costs between 1 July 2021 and 31 August 2021

The fixed grant award amounts are based on the number of Full Time Equivalent (FTE) staff employed by the business (which can include the owner) as follows:
