COVID-19 Economic Resilience Fund (ERF) Business Support – December 2021 - February 2022 Eligibility Checker

The ERF is targeted at businesses in the hospitality, leisure and attraction sectors and their supply chains who have been materially impacted by a greater than 50% reduction of turnover between 13th December 2021 and 14th February 2022.

The funds seeks to compliment other COVID-19 response measures to support businesses, social enterprises and charitable organisations in Wales.

The ERF will support:

  1. Businesses impacted between 13th December 2021 and 14th February 2022 and closed by regulations from 26th December 2021.
  2. Event Space and attractions materially impacted between 13th December 2021 and 14th February 2022.
  3. Other businesses from hospitality, leisure and attraction sectors and their supply chain* who have been materially impacted with greater than 50% impact on turnover between 13th December 2021 and 14th February 2022. * Supply chain businesses are defined as a business that generates 60% or more of its sales revenue from businesses directly impacted by the restrictions.

And (applies to all):

  • Have experienced a material impact through reduced turnover of 50% or more between December 2021 and February 2022 as compared to December 2019 and February 2020.

Any future Covid 19 funding which may be available for specific groups or sectors will take into account funding awarded under this round of the ERF. This may lead to an adjustment or deduction in any future schemes.

The Welsh Government ERF administered applications with a turnover of more than £85,000 is now open and will remain open until 4pm on the 1 February 2022.

This checker is intended to check for your eligibility for the Economic Resilience Fund, if you do not qualify you may still be eligible for Local Authority support, please check your Local Authority Website.

The Local Authorities across Wales have opened applications for support for those businesses with a turnover of less than £85,000 that are ineligible for Non Domestic Rates (NDR) support these applications remain open for two full weeks.

Local Authorities will deliver a Non Domestic Rates linked grant fund to non essential retail, hospitality, leisure and tourism for rate paying businesses. There will not be an application process for this element however in order to receive payment businesses must register with their local authority to confirm their details. The registration for the NDR linked fund is now open until the 14 February 2022 for registration. Payments will be between £2,000 and £6,000 depending on the rateable value of the property.

Is your business impacted by at least one of the criteria below?

  • Businesses impacted between 13th December 2021 and 14th February 2022 and closed by regulation on 26th December 2021.

The funding is only available for support to operational and financial challenges as a result of being materially impacted through reduced turnover of 50% or more in December 2021 and February 2022 as compared to December 2019 and February 2020.

Does the business meet one of the three criteria below:

  • a company registered with Companies House or the Charities Commission with a turnover above £85,000
  • is VAT registered with turnover above £85,000
  • sector exempt from VAT with turnover above £85,000, see details of VAT exemption.

Local Authority delivered support

Local Authorities will deliver a Non Domestic Rates linked grant fund to non essential retail, hospitality, leisure and tourism rate paying businesses. There will not be an application process for this element however in order to receive payment businesses must register with their local authority to confirm their details. The registration for the NDR linked fund is now open until the 14 February 2022 for registration. Payments will be between £2,000 and £6,000 depending on the rateable value of the property.

The Local Authorities across Wales are also delivering an emergency business fund fund for businesses ineligible for NDR support with a turnover of less than £85,000 via a short application process. Sole traders, freelancers and taxi drivers will be able to apply for £1,000 and businesses that employ people can apply for £2,000. These applications have opened and will remain open for two full weeks. Sole traders, freelancers and taxi drivers will be able to apply for £1,000 and businesses that employ people can apply for £2,000.

This funding is also available to freelancers in the creative sectors.

Does the business pay employees through a PAYE registered scheme, which can include the Directors/Owners if they are an employee of the company denoted by PAYE structure (not dividend)?

A range of fixed grant award amounts will be available to cover operating costs between 13 December 2021 and 14 February 2022. The fixed grant award amounts are based on the number of Full Time Equivalent (FTE) staff employed by the business as follows:

You may be able to apply for the COVID-19 Fund

The Welsh Government ERF administered applications with a turnover of more than £85,000 are now open and will remain open until 4pm on the 11 February 2022.

Please read the eligibility criteria below for the COVID-19 ERF Support December 2021 February 2022 Grant.

Eligibility criteria and information required to make an application:

  • Confirmation is provided that funding from any other Welsh Government non-repayable grant funding source is not being pursued;
  • In excess of a 50% reduction in turnover between 13 December 2021 and 14 February 2022.
  • Have an annual turnover of at least £85,000
  • Operating address in Wales and has employees in Wales;
  • Meet one of the three of the below:
    • a company registered with Companies House or the Charities Commission with turnover above £85,000
    • is VAT registered with turnover above £85,000
    • sector exempt from VAT with turnover above £85,000, see details of VAT exemption.
  • A sustainable business plan exists to trade beyond the COVID-19 pandemic;
  • You will be required to demonstrate that you have either already accessed funding from your Bank (including the British Business Bank offer), or set out why you have not been able to, for example a deferred application;
  • You will have sufficient working capital in place to remain solvent and continue/re-start trading activity
  • Confirm no future compulsory redundancies will be made.
  • Applicant businesses and organisation will be expected to align with the ethos and principles of the Economic Contract.
  • Total of all Grants received in the last 12 months cannot exceed 100% of annual turnover in a normal trading year (pre pandemic)
  • In submitting an application for the grant you are content for your application details to be shared following GDPR approval with delivery partners of the scheme (Local Authorities and Business Wales)
  • If successful you are happy for the name of your business to be published on a recipients of support list on the Welsh Governments web site

Please have ready the following information before opening the online form:

  • VAT registration Number (If applicable)
  • Company Registration or Charity Commission Number (if applicable):
  • The Sector the business works in
  • Number of Employees
  • Annual Turnover
  • Bank account details – Bank, Sort code and Account number
  • Which COVID-19 support funds you have applied for or been accepted for.

Please be aware that the following activities are not eligible for funding from this scheme:

  • party political purposes;
  • the promotion of particular secular, religious or political views;
  • gambling;
  • pornography;
  • offering sexual services;
  • any kind of illegal activities; or
  • any kind of activity which in our opinion could bring the Welsh Government into disrepute.

Businesses that are headquartered in countries that are 100% tax havens are ineligible for funding from the ERF. For the purposes of this scheme the 100% tax haven countries are:

  • British Virgin Islands
  • Bermuda
  • Cayman Islands
  • Bahamas
  • Isle of Man
  • Turks and Caicos Islands
  • Anguilla

Please note

  • Any future Covid 19 funding which may be available for specific groups or sectors will take into account funding awarded under this round of the ERF. This may lead to an adjustment or deduction in any future schemes
  • Acceptance of the Application for funding is discretionary with no appeals process.
  • The Application must be completed by an Authorised Signatory of the business. An Authorised Signatory can be one of the following:
    • Director: a registered director of a company;
    • Trustee: a registered trustee of a charity;
    • Partner: a designated partner/member of a limited liability partnership or a legal partner within a business;
    • Proprietor: owner of a business.
