COVID-19 Economic Resilience Fund (ERF) Business Support – May and June 2021 Eligibility Checker

The Welsh Government is making a further package of business support available through the Economic Resilience Fund (ERF). The ERF will provide support in the form of cash grants for businesses, social enterprises and charities and associated supply chain businesses that have experienced a material negative impact as a result of ongoing COVID-19 restrictions. The grants will help meet operating costs (excluding staff wages) for the period 1 May 2021 to 30 June 2021.

Specifically, the ERF will support businesses that are either:

  1. Forced to remain closed by regulations between 1 May 2021 and 30 June 2021
  2. Unable to open indoors between 1 May 2021 and 17 May 2021
  3. A venue which caters exclusively for weddings and events with a regulatory restriction capacity of 30 guests
  4. A supply chain business that generates 60% or more of its sales revenue from businesses falling into categories a), b) and/or c)

And (applies to all):
Have experienced a material negative impact through reduced turnover of 60% or more in May 2021 and June 2021 as compared to May 2019 and June 2019 caused directly by on-going COVID-19 restrictions.

Any future Covid 19 funding which may be available for specific groups or sectors will take into account funding awarded under this round of the Economic Resilience Fund. This may lead to an adjustment or deduction in any future schemes.

  • Applications for the COVID-19 Economic Resilience Fund with a turnover of more than £85k are now closed.
  • Local Authorities across Wales are still accepting applications for those businesses that are eligible with a turnover of less than £85k. This grant will remain open until 30 June 2021.

The Job Retention Scheme (JRS)
In applying for this grant you should also have considered the Job Retention Scheme (also known as the furlough scheme) which has now been extended to 30 September 2021. As of 1 November, workers can be furloughed for all or part of their usual hours, and you can claim for anyone employed on 30 October 2020 with a Pay As You Earn (PAYE) RTI submission between 20 March 2020 and 30 October 2020.

The criteria for the Job Retention Scheme means that employees can be on any type of contract, including a zero-hour contract or a temporary contract, and foreign nationals and agency workers are also eligible. The Job Retention Scheme covers 80% of an employee’s salary for usual hours not worked (up to £2,500).

Claims can be submitted up to 14 days in advance, and you will receive the payment and must pass this on to your employee. Please ensure you furlough all eligible staff for all their usual hours not worked to minimise income loss.

Is your business impacted by at least one of the criteria below?

a) Required to close due to the regulatory restrictions to remain closed by on-going restrictions between 1 May – 30 June 2021

b) Unable to open indoors between 1 May – 17 May 2021

c) A venue which caters exclusively for weddings and events with a regulatory restriction capacity of 30 guests

d) A supply chain businesses that generates 60% or more of their sales revenue from businesses falling into categories a), b) and/or c)

Are you able to declare a material negative impact on your business of a reduced turnover of 60% or more between May 2021 and June 2021 compared to May 2019 and June 2019* caused directly by on-going restrictions?

The funding is only available for support of operational and financial challenges as a result been materially impacted with a greater than 60% reduction of turnover as a result of the restrictions imposed during May 2021 and June 2021 compared to May and June 2019

  • a company registered with Companies House or the Charities Commission with a turnover above £85,000
  • is VAT registered with turnover above £85,000

A range of fixed grant award amounts will be available to cover operating costs between 1 May 2021 and 30 June 2021

The fixed grant award amounts are based on the number of Full Time Equivalent (FTE) staff employed by the business (which can include the owner) as follows:

  • Local Authorities across Wales are still accepting applications for those businesses that are eligible with a turnover of less than £85k. This grant will remain open until 30 June 2021.

You may be able to apply for the COVID-19 Fund

  • Applications for the ERF WITH A TURNOVER OF MORE THAN £85K have been extended and will now close at midday 12pm on Wednesday 16 June.

Please read the eligibility criteria below for the COVID-19 Economic Resilience Emergency Support May June Grant.

Eligibility criteria and information required to make an application:

  • Provide a breakdown of the individual eligible costs and rationale associated to the amount of the funding being applied for.
  • Confirmation is provided that funding from any other Welsh Government non-repayable grant funding source is not being pursued;
  • In excess of a 60% reduction in turnover between 1 May 2021 to 30 June 2021.
  • Have an annual turnover of at least £85,000
  • Operating address in Wales and has employees in Wales;
  • Meet one of the four of the below:
    • a company registered with Companies House or the Charities Commission with turnover above £85,000
    • is VAT registered with turnover above £85,000
    • sector exempt from VAT with turnover above £85,000, see details of VAT exemption.
    • A fully constituted and trading partnership, community interest company, co-operative society or community amateur sports club
  • A sustainable business plan exists to trade beyond the COVID-19 pandemic;
  • You will be required to demonstrate that you have either already accessed funding from your Bank (including the British Business Bank offer), or set out why you have not been able to, for example a deferred application;
  • You will have sufficient working capital in place to remain solvent and continue/re-start trading activity
  • Confirm no future compulsory redundancies will be made as long as the Coronavirus Job Retention Scheme is in place.
  • Applicant businesses and organisation will be expected to align with the ethos and principles of the Economic Contract, and maximise use of the Job Retention Scheme for all eligible workers.
  • Total of all Grants received in the last 12 months cannot exceed 100% of annual turnover in a normal trading year (pre pandemic)
  • In submitting an application for the grant I am content for my application details to be shared following GDPR approval with delivery partners of the scheme (Local Authorities and Business Wales)
  • If successful I am happy for the name of my business to be published on a recipients of support list on the Welsh Governments web site.

Please have ready the following information before opening the online form:

  • VAT registration Number (If applicable)
  • Company Registration or Charity Commission Number (if applicable):
  • The Sector the business works in
  • Number of Employees
  • Annual Turnover
  • Bank account details – Bank , Sort code and Account number
  • Which COVID-19 support funds you have applied for or been accepted for.

Please be aware that the following activities are not eligible for funding from this scheme:

  • party political purposes;
  • the promotion of particular secular, religious or political views;
  • gambling;
  • pornography;
  • offering sexual services;
  • any kind of illegal activities; or
  • any kind of activity which in our opinion could bring the Welsh Government into disrepute.

Businesses that are headquartered in countries that are 100% tax havens are ineligible for funding from the Economic Resilience Fund. For the purposes of this scheme the 100% tax haven countries are:

  • British Virgin Islands
  • Bermuda
  • Cayman Islands
  • Bahamas
  • Isle of Man
  • Turks and Caicos Islands
  • Anguilla

Please note

  • Any future Covid 19 funding which may be available for specific groups or sectors will take into account funding awarded under this round of the Economic Resilience Fund. This may lead to an adjustment or deduction in any future schemes
  • Acceptance of the Application for funding is discretionary with no appeals process.
  • The Application must be completed by an Authorised Signatory of the business. An Authorised Signatory can be one of the following:
    • Director: a registered director of a company;
    • Trustee: a registered trustee of a charity;
    • Partner: a designated partner/member of a limited liability partnership or a legal partner within a business;
    • Proprietor: owner of a business.
