COVID-19 Economic Resilience Fund Eligibility Checker

Use this tool to check your eligibility for the COVID-19 Economic Resilience Fund and the Start Up Grant that are being prepared for opening up for applications. Please look out for an announcement from Welsh Government on when the online forms will become available and applications can be submitted. All applications are currently expected to be open around the 29 June.

The COVID-19 Economic Resilience Fund and the Start Up Grant are here to provide financial assistance for eligible businesses and organisations who are facing operational and financial challenges as a result of the COVID-19 outbreak.

The purpose of these Funds are to support businesses and organisations with immediate cash flow support to help them through the economic consequences of the COVID-19 outbreak. The funds seeks to compliment other COVID-19 response measures to support businesses, social enterprises and charitable organisations in Wales.

Have you already received funding from the COVID-19 Economic Resilience Fund Grant?

Are you enquiring about a business or organisation that solely provides core product from the agricultural sector? i.e. crops, milk or livestock?

Prior to 1 March 2020 were you receiving payment for goods or services?

Do you have 9 or less employees or are you self-employed?

Do you have less than 250 employees?

Has your business been awarded or is it awaiting a decision from a local authority on an application for a COVID-19 Non-Domestic Rates (NDR) grant ?

Did you start trading between 1 April 2019 and 1 March 2020 and has your turnover been below £ 50,000 for the 2019/2020 financial year?

Can the business demonstrate a drop of more than 50% income in April-June 2020?

Do you qualify for the UK Government Self-employment Income Support Scheme or the Coronavirus Job Retention Scheme?

Are you a limited company / registered with Companies house?

Does the business meet two of the three criteria below:

  • Are VAT registered or exempt, details to VAT exemption can be found here
  • PAYE registered, which can include the Director/Owner if they are an employee of the company denoted by PAYE structure (not dividend)
  • Must have a turnover of at least £50,000

Does the business meet both the criteria below:

  • VAT registered or sector exempt from VAT with a turnover greater than £85k, details of VAT exemption can be found here
  • Employing people using PAYE

You may be able to apply for the Start Up Grant, please read the eligibility below and select YES if the business meets the criteria

Eligibility criteria and information required to make a Start Up Grant application:

  • Has not previously received Economic Resilience Fund support;
  • Not eligible for business rate relief (Non Domestic Rate grant);
  • Operating address is in Wales, please note that your application will be through the Local Authority that your business operates from;
  • Not eligible for the (COVID-19) “Self-employment Income Support Scheme” or the Coronavirus Job Retention Scheme through the UK Government;
  • A new business set up between the 1 April 2019 and 1 March 2020;
  • Gross turnover below £50k;
  • Demonstrate a drop of more than 50% income in April-June 2020;
  • Commit to sign up to Business Wales Start Up support and advice
  • Applicant businesses and organisation will be expected to align with the ethos and principles of the Economic Contract, click here to view.
  • In submitting an application for the Start Up Grant I am content for my application details to be shared following GDPR approval with delivery partners of the scheme (Local Authorities and Business Wales).
  • If successful I am happy for the name of my business to be published on a recipients of support list on the Welsh Governments web site.

Please be aware that the following activities are not eligible for funding from this scheme, (1) party political purposes; (2) the promotion of particular secular, religious or political views; (3) gambling; (4) pornography; (5) offering sexual services; (6) any kind of illegal activities; or (7) any kind of activity which in our opinion could bring the Welsh Government into disrepute.

Eligibility criteria and information required to make a Micro Sole Trader application:

  • Confirmation is provided that funding from any other Welsh Government non-repayable grant funding source is not being pursued;
  • In excess of a 40% reduction (to reflect these businesses reduced access to alternative finance) in turnover since 1 March 2020 has been experienced;
  • VAT registered or sector exempt from VAT with a turnover greater than £85k, details of VAT exemption can be found here
  • Employing people using PAYE
  • Not eligible for business rate relief; and
  • Operating address is in Wales and has employees in Wales.
  • A sustainable plan exists to trade beyond the COVID-19 pandemic;
  • Not eligible for the (COVID-19) Self-employment Income Support Scheme” through the UK Government
  • Applicant businesses and organisation will be expected to align with the ethos and principles of the Economic Contract, click here to view.
  • In submitting an application for the Resilience Fund I am content for my application details to be shared following GDPR approval with delivery partners of the scheme (Local Authorities and Business Wales)

  • Companies House registered
  • Meet two of the three of the below:
    • Are VAT registered or sector exempt from VAT, details of VAT exemption can be found here
    • PAYE registered, which can include the Director/Owner if they are an employee of the company denoted by PAYE structure (not dividend)
    • Must have a turnover of at least £50,000
  • Not eligible for business rate relief; and
  • Operating address is in Wales and has employees in Wales.
  • A sustainable plan exists to trade beyond the COVID-19 pandemic;
  • Not eligible for the (COVID-19) Self-employment Income Support Scheme” through the UK Government

Please note if you are waiting for an COVID-19 Non-Domestic Rates (NDR) grant decision from a Local Authority you can come back to Eligibility Checker if the application was declined.

You may be able to apply for the COVID-19 Resilience Fund, please read the eligibility below and select YES if the business meets the criteria

Eligibility criteria and information required to make a Small Medium Enterprise application:

  • Provide a breakdown of the individual eligible costs and rationale associated to the amount of the funding being applied for;
  • Confirmation is provided that funding from any other Welsh Government non-repayable grant funding source is not being pursued;
  • In excess of a 60% reduction in turnover since 1 March 2020 has been experienced;
  • Not eligible for business rate relief, or if it is, the amount would be deducted from the allocation from this fund;
  • Operating address in Wales and has employees in Wales;
  • VAT registered or sector exempt from VAT with a turnover greater than £85k, details of VAT exemption can be found here
  • A sustainable business plan exists to trade beyond the COVID-19 pandemic;
  • You will be required to demonstrate that you have either already accessed funding from your Bank (including the British Business Bank offer), or set out why you have not been able to, for example a deferred application
  • Confirm no future compulsory redundancies will be made as long as the Coronavirus Job Retention Scheme is in place.
  • Applicant businesses and organisation will be expected to align with the ethos and principles of the Economic Contract, click here to view.

Large Business or Organisation Fund Application assistance

You may be able to apply for the Covid-19 Resilience Fund.

As a large employer in the Welsh economy please make contact with your Business Development Manager to assist you with the application for the COVID-19 Economic Resilience Fund. If you do not have a relationship with a Business Development Manager please call 03000 6 03000 to arrange a meeting with a Business Development Manager to assist you with the application for the COVID-19 Resilience Fund.
